New Features Introduced in 2025
2025 has brought several upgrades to the Ehsaas Kafalat Program to help more families:
1. Increased Stipend
The quarterly stipend has been increased to Rs. 14,000, offering families a little more room to manage their essentials.
2. Expanded Eligibility
More urban and rural families are now included. The new NSER survey (explained below) makes sure only deserving households benefit.
3. Mobile Vans for Remote Areas
Women living in remote villages in Balochistan, Tharparkar, and South Punjab now get access to mobile registration vans, making the process easier and accessible.
4. Special Inclusion of Widows and Transgender Persons
Widows without male support and transgender individuals (with CNIC marked “X”) are also included this year.
Who is Eligible for Ehsaas Kafalat?
To qualify for this program in 2025, the applicant (usually a woman) must meet the following:
Basic Eligibility:
Must be female
Belong to a low-income family (monthly income below Rs. 30,000)
Should NOT:
Work in the government sector
Own large property or land
Have a passport (frequent international travel history)
Own a car or business
Must be registered in the NSER (National Socio-Economic Registry) database
Special Categories Automatically Considered:
Widows
Disabled women
Women-led households
Orphaned girls
Transgender persons with CNIC marked X

How to Register for Ehsaas Kafalat Program 2025
There are two main ways to register:
1. Register via BISP Tehsil Office
This is the most reliable method.
Steps:
Visit your nearest BISP Registration Center
Bring your:
Original CNIC
Children’s B-Form (if applicable)
Utility bills or any proof of residence
Fill out a household survey form
Wait for confirmation via SMS from 8171
Important: Never pay any agent. All services are completely free.
2. Check Online Registration via 8171 Web Portal
This is suitable if your family is already surveyed under NSER.
Steps:

Enter your 13-digit CNIC number
Enter the captcha
Click “Maloom Karen”
The portal will tell you whether:
You’re eligible
Your application is under review
Or if you need to visit the Tehsil office.
Receiving Your Ehsaas Kafalat Payments
Once approved, you’ll start receiving your quarterly Rs. 14,000 stipend through:

Bank Alfalah agents
Ehsaas campsites set up by BISP
Mobile payment vans (for rural areas)

Children’s Taleemi Wazaif
Once you are registered in the Kafalat Program, you’re also eligible for Taleemi Wazaif (educational stipends for your children).
This ensures that your kids stay in school and don’t drop out due to financial issues.

Conditions:
Must be enrolled in a government-approved school
Minimum 70% attendance required
Common Reasons for Disqualification
1. Not in NSER database
Fix: Visit your Tehsil BISP center and get your household surveyed.
2. Incorrect CNIC info
Fix: Visit NADRA, get updated info, then re-apply.
3. CNIC expired
Fix: Renew your CNIC through NADRA before reapplying.
4. Phone number not linked
Fix: Provide your active mobile number during registration.
Special Support for Transgender Individuals in 2025
For the first time, the Ehsaas Kafalat Program includes transgender individuals who:
Have a CNIC marked “X”
Are not employed or supported by a household
Can prove financial hardship
They will receive the same Rs. 14,000 payment, without discrimination.
